Were you aware of the fact that you need special permits to visit certain parts of your own country? Strange isn’t it? As of 2024, there are Indian states and territories that also require Indian citizens to obtain special permits. These rules are designed to preserve local cultures and protect sensitive border areas.
Known as Inner Line Permit (ILP), it is a document issued by the Government of India that allows travel into certain restricted areas of the country.
The system dates back to the British era, where it was introduced to protect indigenous cultures and control migration. However, it is still functioning today in specific north-eastern states to protect local traditions and communities. Here is a list of states where you need this special permit.

Arunachal Pradesh

Travelers to Arunachal Pradesh require an Inner Line Permit (ILP) to explore this ancient northeastern state. Known for its breathtaking landscapes and vibrant tribal cultures, ILP ensures that the unique heritage of the region is preserved.

Nagaland

ILP is mandatory for entry into Nagaland also. The main objective of this permit is to protect the cultural identity of the Naga tribes. With its rich traditions, Nagaland uses the ILP system to regulate tourism.

Mizoram

For Mizoram, ILP is a must to visit and experience the serene beauty and culture of the state. The permit system ensures that local traditions and resources remain untouched even when there is a large influx of tourists.

Manipur

Manipur needs ILP as it helps in preserving the rich cultural heritage of the state. It also helps in managing tourism effectively. The ILP is available online or at specific application centers.

Sikkim (some areas)

While most of Sikkim is open to Indian citizens, some areas, which are close to international borders – such as Nathula Pass – require a Protected Area Permit (PAP). This restriction is in place due to the sensitive nature of these areas and their ecological importance.
