Ms Hill’s absence, which includes 12 months due to illness, came as the investigation began after auditors found “significant errors” in the health board’s accounts.
EY’s external accountants were called in for further investigation And they found what they described as “systemic cultural failings” in the finance team, where staff were said to have “deliberately” made false entries in the accounts.
An EY report in January 2023 alleged that Ms. Hill and other members of the finance team had told investigators that they were “not aware” of entries posted in the wrong fiscal year.
However, the report claimed this was “inconsistent” with the documentary evidence.
No one personally received any evidence from the errors.
Further investigations by NHS Counter Fraud and North Wales Police ended without any action being taken.

“Sue is currently on leave and has undergone significant surgery and treatment over the past twelve months and our thoughts are with her as she focuses on her health and continued recovery.”
Ms Hill told the health board in September 2024 that she was resigning.

‘Cost’ to the taxpayer
Commenting on the ongoing investigation, Conservative MS Darren Miller said the health board and the Welsh Government should have acted more quickly.
“I think many people in North Wales will be surprised that we are almost two years on from when the scandals were exposed and this health board went back into special measures and yet no one has been held accountable for those failings. The events that have taken place have not been held,” he said.
“This is not good enough and the Welsh Government is responsible because the health board is in special measures.”
